Who handles payroll, employment paperwork, and related administrative functions in Consumer-Directed services.
The Fiscal/Employer Agent (FEA) handles designated employment and payroll-related administrative functions associated with the Consumer-Directed program.
Virginia Medicaid identifies Fiscal/Employer Agents for Consumer-Directed services. The specific agent that applies depends on the member’s Medicaid arrangement and program.
Common Fiscal/Employer Agents referenced in Virginia Consumer-Directed programs include entities such as Public Partnerships LLC (PPL) and Consumer Direct Care Network Virginia (CDVA). Always confirm the current assigned agent through official Medicaid or managed care organization communications.

Important: Caring Home Health Services LLC is the Services Facilitator. We do not process payroll or act as the Fiscal/Employer Agent. Questions about pay, timesheets, EVV compliance, or enrollment paperwork should be directed to the assigned Fiscal/Employer Agent or the appropriate Medicaid entity.
Virginia Medicaid requires Electronic Visit Verification for certain Consumer-Directed services. EVV helps document that authorized services were delivered.
Attendants and Employers of Record must follow the EVV requirements and processes established by the assigned Fiscal/Employer Agent and Medicaid program rules. Non-compliance can affect payment and, in some cases, continued eligibility for Consumer-Directed services.
Your Services Facilitator can help you understand the importance of EVV compliance and point you to the correct resources, but the day-to-day EVV submission and technical support typically run through the Fiscal/Employer Agent.
We are happy to explain how Services Facilitation, the Employer of Record role, and the Fiscal/Employer Agent work together.
