Virginia Medicaid explains that Consumer Direction allows the member or designated representative to assume employer responsibilities such as hiring, training, managing, and, when necessary, terminating an attendant. The Services Facilitator provides information and assists the member and family in learning those responsibilities.
Caring Home Health Services LLC serves as the Services Facilitator — not the employer of your attendant. We help you understand the responsibilities associated with Consumer Direction and provide ongoing facilitation according to applicable Medicaid requirements.
We meet with the individual and appropriate representative to understand their needs, preferences, support system, and goals. We help ensure the Consumer-Directed arrangement is understood and appropriately implemented within applicable Medicaid requirements and authorized services.
We provide education regarding applicable responsibilities, including understanding the model, recruiting, interviewing, selecting, training and supervising attendants, managing schedules, monitoring service delivery, maintaining backup plans, documentation requirements, and reporting changes.
The EOR remains responsible for applicable employer functions; our role is to educate and support rather than become the employer of the attendant.
Consumer-Directed services require continued attention to the individual’s health, safety, welfare, and changing needs. We provide required monitoring and maintain communication to identify concerns and changes that may affect services.
People’s needs can change. Our Services Facilitators reassess applicable needs and help identify changes that may require communication with the appropriate care coordinator, managed care organization, Medicaid authority, or other involved party.
When appropriate and within our role, we communicate and coordinate with Medicaid managed care organizations, care coordinators, healthcare professionals, support systems, Fiscal/Employer Agents, family members and designated representatives, and other involved service providers.
We help individuals and families understand Consumer-Directed responsibilities and address issues that may arise during service delivery. Our goal is to provide clear guidance rather than make the Medicaid system more confusing.
